Pseudostratified columnar epithelium consists of a single layer of cells resting on a basement membrane (a thin, noncellular layer that secures the epithelium).  The cells appear stratified because they are not all the same height and their nuclei are located at different levels.  Ciliated pseudostratified columnar epithelium lines the trachea (windpipe) and larger respiratory passageways.
