Why are Orca Whales Cetaceans?

Cetaceans are mammals that are most modified to aquatic life.  Their limbs are adapted for use in the water (i.e. their limbs are flippers).  Orcas are perhaps one of the most modified animals to the water considering their precise and deadly hunting style. Also, their limbs are modified into flippers.
