Pearled barley is barley that has had the outer shell removed, and then polished or pearled.  These are pictures of pearled barley kernels.  You can find pearled barley in most super markets.  There are many uses for pearled barley, from serving like rice, to soups and stews.

Malting is a common process with barley.  It is the controlled germination followed by drying.  Malt can be used in the making of beer, whiskey, vinegar.  Malting the grains develops the enzymes required to change the grain's starch into sugars.
